Mark is a co-chair of Cozen O’Connor Public Strategies, working with clients to advocate their interests with decision-makers in all branches of local, state, and federal government.  Among his recent public and professional affiliations, Mark is or has been a member of the Democratic National Committee National Finance Committee (Pennsylvania chair), the Obama-Biden Presidential Transition Team; the Presidential Inaugural Committee; the Obama for America National Finance Committee; The United States Attorney Nominating Commission; the Kerry for President National Finance Committee (co-chair); the Advisory Board of Philadelphia International Airport (chair); the Restructuring Government Task Force of Mayor John F. Street Transition Team (co-chair); Governor Edward G. Rendell’s Retirement Systems Transition Committee; and Philadelphia 21st Century Review Forum’s Right-Sizing Government Committee.

Rob began his career in the U.S. Senate in 1976 with former U.S. Senator and Minority Leader Hugh D. Scott (R-Pa.), and since that time has developed an impressive government relations résumé. He has served as assistant general manager for Public and Government Affairs for the Southeast Pennsylvania Transportation Authority, assistant secretary of labor in the second Reagan administration, and the deputy director of finance of the National Republican Congressional Committee.  Recently, Rob served as the finance director of the Republican National Committee where he directed and managed a $90 million midterm finance and fundraising effort, and led the Major Donor, Direct Marketing and Political Action Committee divisions.

Adam represents a variety of candidates, political entities, and corporate entities on federal, state, and municipal campaign finance, pay-to-play law, election law, and regulatory compliance matters, including the regulation of lobbying activities.  He has also been a leader in efforts on behalf of the rights of online speakers; he achieved a major victory in 2006 before the Federal Election Commission on behalf of major political bloggers, securing significant new rights for speakers on the Internet to engage in online political speech and advocacy.

David is a former general counsel of the New York City Department of Information Technology and Telecommunications, where he was responsible for administering and enforcing nine franchise agreements with the major cable television system operators covering more than 1,500,000 subscribers. He also negotiated the early broadband telecommunications franchises for New York City.

Kenneth K. Fisher  |  kfisher@cozen.com  Ken was named one of the “10 People Who Can Help Get a Project Built or Help Stop One” by City Hall Newspaper and the Real Deal wrote that he “has emerged as a go-to-guy for real estate clients embroiled in contentious projects or public relations problems.”  Ken served as a member of the New York City Council from 1991-2001 (D-Brooklyn). He regularly appears before New York agencies, such as the Board of Standards and Appeals, City Planning Commission, Economic Development Corporation, the Department of Housing Preservation and Development, as well as other city and state departments, the Office of Mayor, and New York City Council.

Peter draws from his prior experience as a Clean Air Act attorney in Washington, D.C., with the U.S. Environmental Protection Agency (EPA), where he received the EPA's Award for Excellence, an award given annually to one lawyer in the 120-lawyer Office of Enforcement.

Robert has more than 15 years of bicameral Congressional experience, having held several ranking staff positions with federal legislators. Robert is a registered lobbyist and is actively involved in politics. His practice areas include, but are not limited to, technology, defense, homeland security, procurement, appropriations, competitive sourcing, transportation, energy, trade, and foreign relations.

David provides strategic advice to clients in the banking, health care, education, transportation and service industries, as well as to government entities. Mr. Girard-diCarlo was appointed by former President George W. Bush to serve as Ambassador Extraordinary and Plenipotentiary to the Republic of Austria in 2008-2009.

Ed serves as the co-chair of Cozen O’Connor Public Strategies.  Prior to joining the firm, he was Delaware Valley Public Affairs Director for Sunoco, Inc., during which time he handled all Delaware Valley public affairs.  He has extensive experience in working with state and local governmental entities on regulatory, legislative and community issues, as well as interfacing with numerous federal regulatory agencies. )

Robin has over 30 years of experience in government relations, having worked in the field as both an attorney in private practice, as a government affairs consultant and a public administrator. While serving as a consultant, he focused on telecommunications, energy, information technology and taxation issues.

Stuart has more than 30 years of experience in the communications industry in New York and Washington, D.C. He has represented group owners of broadcast stations and cable systems, media lending groups at major financial institutions and venture capital financers in connection with regulatory, transactional and operational issues in the media industry.

Howard served in high level political and executive appointments in the Bush, Clinton, and Obama administrations, including a pivotal role in the federal government’s financial crisis response as Chief Operating Officer of the $700 billion Troubled Asset Relief Program (TARP).  Howard counsels clients regarding a variety of regulatory and policy issues before the U.S. Government and represents clients before U.S. Executive Branch agencies and Congress.
